Background:  Dr. Couture served as a professor of pastoral theology in the Candler School of Theology. She presented this paper to the Working Group on Congregations and Public Health in which she laid out the key characteristics of both public health organizations and Christian congregations and the ways in which those characteristics can complement collaboration, enabling each group to more effectively achieve their objectives together.
